Virginia has 39 independent cities, each operating as its own jurisdiction separate from any county. Each city has its own Circuit Court Clerk and local health department that handle death records and vital records requests. Death certificates for deaths in any Virginia city are filed with the state Office of Vital Records in Richmond, but local city offices can also assist with requests.
